Abstract


Leading service organizations play an important role in the economies of the different countries where increasing complexity of SOA processes and activities carried out by these organizations and what possessed the resources of States, hence the urgent need to review their activities and programming operations to verify the efficiency and effectiveness of Their performance and use of available resources optimal use of these resources are scarce, especially in third world countries, although the review units especially SOA and applications associated with the emergence of States and Governments but their evolution has been very slowly compared to developments Private sector audit due to bureaucracy and erroneous application of routine and other constraints that hit government sector as a whole and not accepted by the private sector.
In an era of competitive strategies that aim to achieve the highest quality of services offered in the light of the criteria defined by scientific bodies and international and local process notes competing organizations in providing high quality services taking into account the requirements of environmental legislation is to have the client under Market competitiveness and scarcity of resources, so to achieve a better competitive position depends on the quality of services rendered, in order that the organization needs to apply the principles of quality in various activities, as it is in the context of the State to preserve the environment and prevent pollution components and reducing contamination that could lead Directly or indirectly harm human health and influence the exercise of natural life and damaging organisms taking reduce the impact of emissions that cause air pollution and the spread of infectious and contagious diseases to humans has been issued law 4/1994 as amended by law number 9 The year 2009 environmental law regulations issued pursuant to Prime Ministerial decision number 338 of 1995, as amended by decision No 1741 for the year 2005, including the rules, procedures and controls to reduce environmental pollution rates.
Quality service and environmental performance through the integration and interaction of all units of the Organization in carrying out its work in the best ways to improve performance, which ensures optimal use of available resources and thus achieve high quality taking into account the requirements of environmental legislation and less cost along with customer satisfaction, In order to ensure quality service and environmental performance the organization needs to independently of other departments working to verify the application of the principles of quality service in all activities, which led to increased attention to internal audit as a tool that
