Water Governance in Achieving Green Sustainable Economic Growth

Abstract


The main objective is to clarify the importance of applying water governance on achieving the economic green growth, especially the economic instruments through studying the relation between Water Governance and different economic sectors. The study also presents the experience of selected developed and developing countries in applying water governance policies and strategies. The study includes the following chapters

Part one: Water System in Egypt &Governance in Water Management

In the first chapter an overview on the Governance in Water Management is presented. The relation between Water Governance, Green Growth and Poverty Alleviation is described in this section. Finally, it elaborates the importance of implementing Water Governance policies especially in the Developing countries.
the second chapter briefing the Water Resources problems in Egypt. Within this framework it describes the Water Resources system with its both sides supply and demand. Then it refers to the National Water Resources Balance in Egypt including the current and future water requirements and resources till 2025. The water resources challenges are summarized in this chapter.

Part two: Countries' Experience in Water Governance (Egypt in comparison with some developing and developed countries)

In the third chapter some of the developed and developing countries experience in water governance are presented. It refers to the success stories and weak points in implementing the Water Governance policies and strategies.
The part presenting the Water Governance situation in Egypt in the fourth chapter. it presents the Water resources in Egypt , the Main Organizations in the Water Sector in Egypt that are responsible of water management, Water Governance challenges and the current situation of applying water governance policies and strategies in Egypt.

Part three: Improving Water Governance and its possible impacts on Sustainable Economic growth
This part focusing on the link between Water Governance and Economic growth. It presents the role of Water in the Economic development process and its use in the most consuming economic sectors (Agriculture, Industry, and Tourism) in the fifth chapter. The sixth chapter describes some economic instrument that could be used to improve Water Governance; the selected tools presented are cost recovery, Water Productivity, virtual Water and Water Footprint. The last chapter focusing on the relation between improving the Water Governance and the green economic growth and how could improve Water Governance through the selected instruments affect the green economic growth in Egypt.

Part Four: Policy Analysis Matrix of the Egyptian Agriculture (Rice as an example)
In this part, the research performs a modelling exercise on the private and social profitability of a rice farming system located in Egypt, The policy analysis matrix and techniques of efficiency analysis based on data envelopment analysis are combined. The policy analysis matrix is a system of double-entry bookkeeping analytical framework developed by Monke and Pearson (1989) and improved by Masters and Winter-Nelson (1995) for measuring the impact of policy on competitiveness and farm-level profits, the influence of investment policy on economic efficiency and comparative advantage, and the effects of agricultural research policy on changing technologies. PAM provides a complete and consistent coverage to all policy influences on costs and returns of agricultural production.
The study concludes with some results that were reached throughout its four parts, in addition to a number of recommendations which are expected to improve the water governance in Egypt and how this could affect the economic development and growth.
