INTEGRATED URBAN INFRASTRUCTURE MANAGEMENT TOWARDS DEVELOPING AN INSTITUTIONAL FRAMEWORK FOR URBAN LOCAL ACTORS IN EGYPT

Abstract


The present research has been performed on studying integrated urban infrastructure management, Towards developing an institutional framework for urban local actors in Egypt, through the following objectives: -
• Establishing an effective mechanism: (institutional framework) for urban local
actors depend ing on a participatory approach, which enable activities of the implementation of integrated urban infrastructure services at the local level to be more effective and efficient.
• Enhance management capacity (technical - financial- organizational) of the
local actors in functions of: Policy makingLong-term and medium term programsImplementationOperation, maintenance, monitoring and evaluation Cooperation with other actors.


In this regard, the research is divided into seven main chapters. The first three chapters deal with the theoretical studies, which include: - The Characteristics of Urban Growth, and the Failure of traditional process of urban planning to fulfill the urban development schemes in the developing countries during the last two decades, In this part we define the urban infrastructure management, goals, performance and delivery policy of infrastructure management in developing countries. The Institutional Development at local level that include, development & Training Needs Assessment (Its levels and purposes). And finally we analyze Institutional Capacity Building for Public, Private and Community Participation in infrastructure management in development countries.


The next four chapter includes the practical studies covering the analytical studies for selected international (developing countries) experiences in the field of urban development and infrastructure management and the different ways for participation in planning, managing and financing urban infrastructure projects, to conclude the applied institutional framework as well as the roles & responsibilities of each actor, and the positive and negative aspects in these cases. After that we analyze the urban infrastructure management in Egypt through two main points of viewthe macro level, which concern the national level, and micro level of analysis that concern the details of the case study areas.


Which will be followed with the process to formulating the proposed model with regard to all the results from the previous theoretical and practical (comparative) studies in the research. And finally the research will present the final conclusions & recommendations for this study.
