ENVIRONMENTAL CONSIDERATIONS IN MANAGEMENT OF BALLAST WATER FOR SHIPS AND MARINE PORTS (PROPOSED MODEL)

Abstract


1. In Egypt we have lots of lows to control many activities, but the problem is how to achieve procedures, correct roles and responsibilities then how to follow up and be sure that responsible stuff in the environmental department applies their jobs in a correct way.
2. Egyptian Legislations should add and apply to the EEAA low to comply with the IMO regulations, conventions and protocols related to ballast water management ,Policies and legislative frameworks related to IAS General Obligations: Under Article 2 General Obligations, Egypt undertake to give full and complete effect to the provisions of the Convention and the Annex in order to prevent, minimize and ultimately eliminate the transfer of harmful aquatic organisms and pathogens through the control and management of ships’ ballast water and sediments, given the right to take, individually or jointly with ports , more stringent measures with respect to the prevention, reduction or elimination of the transfer of harmful aquatic organisms and pathogens through the control and management of ships’ ballast water and sediments, consistent with international law.
3. Ports should ensure that ballast water management practices do not cause greater harm than they prevent to their environment, human health, property or resources, or those of other ports.
4. Egypt has ratified the IMO Ballast Water convention, according to the IMO regulations, Egypt should establish & develop her own strategy as soon as possible.
5. The main work should be done between (the Egyptian Environmental Agency Affaires "EEAA" and Maritime Transport Sector "MTS"), while sharing other concerned authorities (shoreline protection, health, Sues Canal, Coastguard… etc., to achieve reducing the transfer of harmful organisms from the ship balance water.
6. Establish the application of the guidelines for the management of balance water issued by the International Maritime Organization (IMO).
7. Develop a pattern of the application of the International Convention for the ballast water.
