Abstract


Improving quality management becomes one of the • most important requirements in the construction industry. Traditional approaches to quality control are inadequate and are being replaced by Total Quality Management (TQM).

To apply the TQM approach to complicated projects such as Design­ Build JV/ Consortium Potable and Wastewater Treatment Plants, it is necessary to find out the main problems of this type of projects.

In this thesis, the researcher has collected the main problems of this type of projects (through a questionnaire), and proposed practical guidelines for solving them.

From the design- build questionnaire's results, it has been found that the design management related problems represents the main obstacle in front of the successful project management.

Previously, the literature showed that researchers have focused their attention on addressing the management of the construction phase more than the management of the engineering phase of the project. In fact, the
