Abstract


The concept of human resources management has recently emerged in the administrative literature after a series of developments in administrative thought and its importance in the midst of globalization and its mechanisms of increasing the degree of mutual link between human societies through opening markets to goods and services, rapid flow of capital and individuals, The management of human resources, whether in the public or private sectors of the world as a whole, faces enormous challenges, whether they are political, economic, social, technological and civil challenges, all of which are rapid and complex changes in the context of globalization. Technology is a challenge to all aspects of life, individuals and communities. Therefore, human resources management is undergoing a radical change in its concepts, strategy and practice. Hence, attention should be paid to the development of human resources and to be a priority for any organization to improve its performance. One of the factors that affect human resources management significantly within these changes is the environment. The environment surrounding human resources is the basis that can contribute to the interdependence of human resources operations and activities because of the diversity of these activities. An in-depth analysis of everything that happens in the resource environment and affects the exercise of its activities within and outside the Organization.
One of the most prominent changes facing human resources management is the trend towards preserving the environment, studying and analyzing the different environmental impacts of the activity of organizations and the emergence of new environmental concepts and
