decision. No matter how meticulous the development of the contract is, poor selection of the contractor to execute the work will magnify the problems encountered on the project. This thesis tries to ettle a general methodology to be adopted for the evaluation of any construction project bid. Once the characteristics of the subject project are identified, numerical values for the
parameters appearing in the proposed evaluation system can be established.

A new questionnaire, based on the previous efforts in this field, is proposed for the technical assessment of the bidder. This questionnaire groups the major criteria identified by highest weights in previous questionnaires. The proposed questionnaire's design allows participants to scale freely their weights for the mentioned factors. It also allows them to amend suggestions for new factors and add their relevant weights.


A computer program is developed to adjust closeness of the contractor's bid price to the Employer's fair cost price for financial assessment purpose. The program is written using the "BASIC" language. Variables appearing in the program's run reflect the evaluator's criteria.

Finally, mathematical formulae to combine the technical and financial evaluations of a bidder are discussed to refl ct project characteristics and evaluators' concerns. The proposed models take into consideration the
