ABSTRACT

1. INTRODUCTION
Negotiation is a diplomatic approach to attain resolutions in the
commercial cases. This approach induces understanding and harmony among the counterpart parties through exchange of ideas and proposals. The commercial negotiation has received significant attention, for the following reasons.:

1. The successive and rapid global developments are reflected on the international economical relationships.
2. The trend towards formation of alliances has become a character of this time.
3. The developed countries of the north have realized the political and economical advantages of including the developing countries of the south into new regional organizations.
4. The strong ambition of many countries to create overseas markets, searching for new profits and distribution opportunities.

2. STATEMENT OF THE RESEARCH PROBLEM
The research problem can be summarized in the following points:

1. The long duration of the Egyptian-European partnership negotiation, which lasted for seven years from 1995 to 2001. In spite of the strong historical and civilization relationships, the common economical advantages, and proximate culture, the negotiation period included five years to conduct the negotiation operation (1995-1999) and two years (1999-2001) to sign the agreement for free-commerce region between the Egyptian the European parties. -
2. The argument about the value of the achievements of the Egyptian negotiator from the Egyptian-European partnership agreement. Two parties had different opinions on the agreement. The first supports the partnership, as a real opportunity to enhance the national economy. This party affirmed the capability of the Egyptian negotiator to achieve the goals of the agreement. The second party opposed the partnership, considering it as a drawback leading to many losses and high cost, due to the lack of the negotiation skills of the Egyptian Negotiator.
