A NOVEL PRIORITY SELECTION TECHNIQUE FOR ELIGIBLE ELECTRIC LOADS FOR THE APPLICATION OF DEMAND SIDE MANAGEMENT AND AN OPTIMAL ELECTRIC TARIFF DESIGN TECHNIQUE

Abstract
The design and implementation of a DSM priority selection technique is presented for the industrial sector in this thesis. It utilizes sequential ordering and set theory. Aiming at improving the system overall load factor, the developed technique is formulated in conjunction with three DSM objectives; Load Shifting, Valley Filling and Peak Clipping. Three applications of load shifting, peak clipping and energy conservation programs will be studied and evaluated. These will be done by describing the problem, then presenting the proposed DSM programs besides the corresponding mathematical formulations, and finally, highlighting on the impact of implementing such programs. These applications shave been done for weaving & textiles and mmmg & refractory industries utilizing load shifting, and peak Clipping and energy conservation techniques. For the residential and commercial sectors,
• an optimal based tariff design formulation for load building or energy conservation DSM program was developed and presented. The introduced optimal tariff design model determines: tariff levels and their corresponding energy levels to achieve objective revenue levels as required by the aforementioned DSM targets. The introduced optimal tariff structures, were done by considering two scenarios (leap and gradual). The optimal objective function simulated the electric utility target of achieving Long Run Marginal Cost . (LRMC) values corresponding to the electricity services through the identified DSM techniques. A computer program, in which spread sheet optimal formulations were utilized to facilitate the application of the proposed demand side management schemes was developed. In the optimal based formulation; variables have been divided into control (independent) and state (dependent) variables according to the applied technique to simulate practical DSM program design and implementation by either the electrical utility or the end user.
