Abstract


Land management IS very much concerned economically and environmentally with the exploitation ofland resources. Land administration is concerned with ownership, value and land use within the context of land
management for both urban and agricultural areas. Due to the revolution in . information technology, the rapid population growth, migration to the town, efficient tool for land administration is needed especially in urban areas in Egypt. Cadastre is the basic tool for land administration and land management in urban areas. Unfortunately, the urban cadastre in Egypt is lacking the effectiveness and efficiency due to the status of manual urban mapping and the Egyptian land tenure system.


This research aims at achieving two main objectives. First objective aims at the exploitation of the technological capabilities to improve the status of urban cadastral mapping. To achieve this objective complete revision of cadastre development in Egypt with intensive focus on the legal aspects was done. Based on this revision practical solutions were proposed to manage the cadastre at three levels; operational, data management and Information Technology level. Second objective aims at the development of a 3D conceptual data model for cadastre applications. This model is derived conceptually from the legal definition of cadastral objects (parcel, building, etc). To achieve this objective a new concept called the Legal Right Space, LRS, was developed. The LRS is a closed vertical surface bounding the parcel, i.e. similar to the 2D parcel boundaries butextended vertically to the. allowed heights above and under the surface parcel. Then the spatial objects are contained inside the LRS. The LRS is then divided into Effective LRS and Ineffective LRS.
