Abstract


Public administration is a subject of numerous studies in most of the countries. The evolution of technology led to the emergence of new techniques of public administration aimed at efficiency improvements of public service. In this context, governments are seeking to execute development plans, with the objective of reducing bureaucratic constraints, facilitating the introduction of public services, and training civil servants to improve their performance according to the latest global approaches.
Egypt is currently undergoing radical transformations in the field of development of the administrative machinery, the most important of which is the promulgation of the new Civil Service Law No. 81 of 2016, which introduced several amendments, establishing a new framework for the civil service. The new law helps to achieve the state’s socio-economic development plans. However, the state’s development programmes need a modernized administrative machinery which can carry out its responsibilities effectively.
This study investigates the new basis of public administration, as well as the obstacles and the challenges facing the government in the context of the implementation of its development programmes regarding the administrative machinery.
