Abstract


The idea of the research is based, according to the introduction to the study, on the process of integrating and activating the role of people with special needs within their local community. The researcher asked about the roles that society in all its systems and institutions can play to provide people with special needs with knowledge, attitudes, values and skills that enable them to make such participation and accept society for them. The research idea was based on the fact that human development is the development of action on the one hand, and the development of interaction on the other hand; that is, human development must include the development of human and social capital at the same time.
The study aimed to integrate people with special needs within society, and to change the prevailing culture of disability, by identifying the roles that members of society and its institutions can contribute to achieving social normalization with this group and their acceptance, with the aim of reaching policies and mechanisms that work to integrate them in all development issues.
The importance of research seemed to emphasize that disability is created primarily under certain social conditions, even if they are of training or genetic origin.
The researcher intended the concept of social empowerment as: "to provide people with special needs with various knowledge, directions, values and skills that qualify them for active positive participation in various activities and events of human life to the maximum extent that qualifies them for their capabilities and capabilities, in addition to changing the community culture towards the disabled and disability from a culture of marginalization to Empowerment culture. " The concept of people with special needs was expanded to include many social groups other than those with special needs (physical or mental). There is a disability (mental - political - legal - economic), indicating that people with special needs are disabled for reasons, some of them are genetic, and some are environmental due to a car accident - injury Work - poor service before pregnancy and during childbirth - also includes the culturally and politically disabled, and the gifted, because they have a special need in dealing. He defined disability as: "the loss, marginalization or limited participation in the activities, activities and experiences of social life at a similar level for ordinary people, as a result of obstacles, and social and environmental barriers."
