Abstract
The Baltic States - Estonia, Latvia and Lithuania - are situated to the north-east of Europe. Each has a number of distinctive ideas that are related to pre-school education; notably, the attempt to expand this kind of education so as to reach every child between 1-7 years of age. The research has in fact one major aim; that is, the possibility of making use of some of the experiments made by the Baltic states, especially in the field of administration and finance, availability and quality assurance, admittance and grouping, curriculum and methods of learning as well as the education and training of teachers.
