PRIORITIZATION OF FUNDING FOR HISTORIC STRUCTURES REHABILITATION

Abstract


The core of the research is creating a prioritization model to be used by government to aid them in taking the investment decision of rehabilitation of structure. The research started by an introduction about the tourism industry in Egypt to give an idea about the huge investments generated from this sector. After which the research navigated through the available literature to identify the gap where further research is required. This resulted that most research were either concerned with calculating the WTP of the structures or with the rehabilitation of structures using least expenses through rehabilitating certain elements based on conditions. From there the research scope is selected to gather both areas. This research selected ten structures to be used as a prototype for the model in which the structures were surveyed and included in a database with all relevant information that can be used in the optimization model. Then, the research identified the values of the structures generated and classified them to Monetary and Non-monetary benefits. The research defined a calculation method for each category. Following this, the research included a field survey to four group of people Architects, Community, Religious/Historians and Tourists interviewing them through a survey that is designed based on behavioural economics. Their responses were recorded and analysed and the outputs of this analysis were used as an input to the optimization mode. Finally, the survey presented the multi-objective optimization model that will be used to prioritize the rehabilitation decision. The model Objective function, Decision variable and constraints were presented along with snapshots from the model.The Research chapter summary are as follow:-
1. Chapter 1: Introduction , Research Motivation , Research Objective and Research Methodology

2. Chapter 2: A literature review , presenting the concepts of historic structure management and the frameworks proposed by researched in this field. Furthermore, different case-based analysis will be investigated showing the projects which were implemented using this framework.

3. Chapter 3: A Gap Analysis part, showing the current methods used to take a decision of rehabilitation and the challenges for implementing the proposed framework in Egypt. The Chapter will also give examples of the proposed solutions to overcome these challenges through investigating the success stories in implementing the infrastructure management framework when it was first introduced.

4. Chapter 4: An Identification Part that explains the steps taken to create a structure database including the three categories General info, physical state and structures values. The chapter will present the collected information of each of the selected ten structures to give a better idea about the structure function, and in the same time an idea on the structures being tested

5. Chapter 5: Structures Socio-Economic Benefits Calculation Part, which includes defining the structure Benefits and categorizing it to Monetary and Non-Monetary benefits. The Chapter will propose a calculation method for Monetary benefit through
