Abstract
The traditional approach of establishing maintenance needs in many municipalities and highway agencies relies on visual inspection of road conditions. Tn many cases maintenance activities are performed asaresult of user complains. This typeof maintenance practice leads to inefficient and random wayofspendingmaintenancebudgets.Therefore.it is much wiser to start with a simple system ofmaimenancedecisions that suits the essential current needs of an agency.
