Abstract


Slums in Egypt represents a disaster that there still people who are living marginally deprived from the least rights of life. Residents of slum areas represent a quarter of Egypt’s population, about eight million persons which is a terrifying number. Asuit governorate comes on top of areas containing slum areas followed by Cairo, Giza and Qalubiya.
The German International Agency for Developing Slums has made agreement with the Egyptian government to develop slums in three areas in Qalubyia governorate with a donation of 13 million Euro from the European Union.
There is shortness in applying texts and articles of the Environment Protection Law in total absence of control and surveillance by localities. This has caused chaos by citizens and they started to build slums regardless the violation of law or violating the environment. This research problem is crystallized in the researcher’s attempt to spotlight the significance of activating the environmental legislations to prevent people to build slum houses and establish slum areas. In addition, the donations granted by the European Union will benefit developing the likely built slums.
