Abstract


Urban expansion m mountainous and desert regions faces several non-traditional natural constraints, which have to be taken into consideration during the early stages of planning and development of these regions. One of the major natural limiting factors, which requires thorough consideration, are flash floods which occasionally flow down mountainous areas causing severe damage and economic losses to settlements and communities placed in the path of flood waters. Flash floods occur usually over these relatively arid regions when rain falls over regions of specific topographic features, which direct runoff waters to streams. These streams might remain dry for several consecutive years, giving a false impression of safety against flash floods. Lately, flash floods occurred in Sinai Peninsula in several locations, causing loss of structures, roads, and even lives.
