Public-Private Partnerships in Providing Pre­ University Education: Lessons for Egypt

Abstract


This thesis studies the concept of Public-Private Partnerships, with special focus on its literature and application in the field of providing educational services. The study attempts to propose new models and present suggestions for Egypt in the area of implementing public private partnerships that will provide educational services in the pre-university stage, based on country experiences. The study concluded that adopting public private partnership in the educational sector would take different forms and would not be limited to the provision of school infrastructure. A number of partnership models have been suggested in order to reduce the fiscal burden on the government budget and improve the quality of the educational services provided.
