Information and Communication Technologies in Crisis Management

Abstract

: This thesis represents the different information and communication technologies in crisis management and introduces their importance and worthiness, while managing crisis in its different phases. It points to the significance of using expert systems as knowledge based systems in the "Crisis Management" field. It represents also an expert system implemented for "Analyzing and Predicting any Egyptian Foreign Debt Crisis". Basically, the system consists of the following modules: 1. "Quick Analysis" Module, by which one can make quick analysis on the (economical) early warning indicators for different (years) periods and be able to decide the exact situation of each (year) period. It can be a "Crisis", "Warning" or Non- Crisis" state. 2. "Forecasting" Module, by which one can predict the situation of the next (decade of years) time interval, by predicting each of the early warning indicators and executing "Quick Analysis".
