Institutional interdependence in Egypt agricultural sector

Abstract


Institutional interdependence both within the Egyptian Ministry of Agriculture, Animal Health, Fisheries and Land Reclamation (MoA) and between the MoA and other ministries is investigated. The report focuses on the organization of the MoA and its departments of research, extension, seed, marketing, input provision, environment and food safety. New developments are also highlighted, including the 1994 GATT, and the most recently implemented structural adjustment policies. Recommendations are presented for institutional reform, suggesting that all of the sectors and agencies in MoA be reorganized into only eight sectors which focus on marketing, data collection, regulations, food safety and environmental protection.
